Welcome to Chief Appraiser

A couple things worth knowing before you dive in.

Still Being Built — And That's Where You Come In

Chief Appraiser is in beta. That means the tool you're using today is real and already useful, but it's still growing — more guidelines, sharper search, more ways to ask a question the way you'd actually ask it. Every question you search, and everything you tell us through the Feedback button, is how we decide what gets built next.

Why not just use AI?

Because AI alone can sound confident and still be wrong. Chief Appraiser starts with the real guideline document — the actual page, the actual language — so you always know exactly where an answer came from. The plain-English summary underneath is AI, doing what it's actually good at: explaining a citation, not guessing at one.

What UAD 3.6 Condition Ratings C1–C6 Mean

Here's what the six condition ratings actually measure: we're looking at how well a dwelling has been maintained and what physical state it's in on the day of appraisal — not how it compares to other houses, just its absolute condition.

The six ratings, from best to worst:

C1 — The dwelling is newly built, finished within the past 12 months, never lived in, shows no wear at all, has an original foundation, and may include recycled materials like reconditioned barn wood as long as the overall structure exhibits no physical depreciation.

C2 — The dwelling looks brand new; it was either built or completely gutted-and-remodeled within the past 36 months, has little to no wear and tear even if someone has lived in it, and requires no repairs.

C3 — The dwelling is well-maintained with only minor wear; it may have some older components that were kept in great shape with minimal use, or some major systems (roof, mechanicals, flooring, kitchen, or bathrooms) have been updated recently, but not a full house renovation.

C4 — The dwelling shows moderate wear from normal living and weather exposure; some updating may exist, but most components are older and fully functional.

C5 — The dwelling shows significant wear from poor upkeep; items like roofing that's severely worn or missing floor coverings need repair or replacement soon, but major systems still work and the structure is sound enough for someone to live there.

C6 — The dwelling is in terrible condition with extreme neglect causing severe damage or missing major components; it's not safe or usable to occupy without immediate major repairs or replacement of critical parts.

Fannie Mae adds that properties rated C6 cannot be financed "as is" — the appraisal must require that deficiencies be fixed to bring the property down to at least C5 condition before closing.

and C5 as previously defined are eligible in “as is” condition. Properties with the initial condition rating C6 indicate one or more deficiencies that impact the safety, soundness, or structural integrity of the property. Therefore, the appraisal must be completed "subject to" completion of the deficient item(s) with a minimum resulting condition rating of C5. See Physical Deficiencies That Affect Safety, Soundness, or Structural Integrity of the Subject Property in this topic for additional details when completing appraisals on properties with safety, soundness, or structural integrity deficiencies. pulling the live Guide section if word-for-word Guide language is ever needed. ===================================================================== Freddie Mac Property Condition and Quality Ratings (C1-C6 / Q1-Q6) Freddie Mac's Single-Family Seller/Servicer Guide, Section 5605.5 (Improvements Analysis), requires appraisers to assign a property two separate, standardized ratings: a Condition rating (C1 through C6) and a Quality rating (Q1 through Q6). These are the same UAD-standardized ratings Fannie Mae requires on the same appraisal forms -- Freddie Mac and Fannie Mae adopted one shared scale precisely so a single appraisal report works for either investor. Condition (C1-C6) measures how well the improvements have been maintained, independent of their age or original construction quality. In summary: C1 — new construction, never occupied, no physical depreciation. C2 —
